During 2007–08, we delivered 12 whole-of-government training sessions, to around 150 participants. In addition, the Departments of Education and Health and Human Services have commenced the delivery of tailored modules to their internal staff. To date, around 10 in-house or tailored courses were delivered state-wide to around 200 participants.
In April 2008, we extended the individual agency agreements with Technology One Limited for the management of Finance One (the Government's financial management information system), to encompass a single, whole-of-government solution. This provides a single licence for all General Government Sector agencies. As a "Partner of Significance", the Government will receive a number of benefits, including significant cost savings, a long-term commitment from Technology One to service provision and a high degree of flexibility, allowing the Government to reallocate licences to General Government Sector agencies.
The contract also allows the Government to adopt and use new products and updates released by Technology One and is scalable to the Government's requirements. Agencies retain their current user-licences, preserving their direct relationship with Technology One for ongoing support, service and maintenance. They also stand to gain extra benefits from the capacity to add new modules to their solutions for a significant discount on the standard licence fee, courtesy of a volume discount.
We plan to review Treasury's Mandatory Data Requirements, in consultation with agencies; improve the timeliness of financial data supplied by agencies to Treasury; and ensure that the data collected are appropriate for the current and future financial and statistical reporting environment.
We will be finalising the consultation processes associated with the development of new financial management legislative requirements. We will implement the new financial management legislative requirements through a major review of the Treasurer's Instructions and Education and Training Modules, and through the provision of policy advice and guidance materials to agencies.
We will continue to contribute to the development of the final phase of GAAP-GFS Harmonisation (General Government Sector entity level) and other revised national and international accounting and statistical standards.
We will implement the GAAP-GFS reporting requirements for General Government Sector entity financial reporting.
We will continue to provide executive support to the Heads of Treasuries Accounting and Reporting Advisory Committee.
We will develop and implement new financial management legislative requirements.
We plan to continue the Education and Training Program, and will maintain the currency of the program training material.
We plan to continue improving the performance of critical internal financial management systems.
We plan to receive an unqualified audit opinion for all relevant financial reports.
We will publish all whole-of-government financial and statistical reports before the required date.
