Our performance

Licensing Board of Tasmania

The Liquor and Gaming Branch provides administrative support to the Licensing Board, an independent body established under the Liquor Licensing Act 1990.

The Board is responsible for hearing applications for new liquor licences and, in accordance with the Act, making decisions that are in the best interests of the community; deciding on applications by the Commissioner for Licensing to cancel or suspend licences; and hearing appeals made against decisions of the Commissioner.

The Board is separate from the Commissioner.

A decision of the Board is final and without appeal.

Government prices oversight and energy regulation

The staff of the Office of the Government Prices Oversight Commission and the Tasmanian Energy Regulator provide support to the Commissioner and the Regulator in exercising their statutory functions. These functions include the regulation of the electricity and gas industries and the conduct of independent pricing reviews and consultancies on behalf of Government. During 2007–08 we were involved in a number of projects, including assisting the Government Prices Oversight Commission in its assessment of the extent to which local councils complied with Urban Water and Wastewater Pricing Guidelines for cost recovery. The annual reports of the Tasmanian Energy Regulator and the Government Prices Oversight Commission include the activities undertaken by the staff of the Office in supporting these statutory bodies. It had been expected that the Tasmanian Energy Regulator's functions would be transferred to national bodies during the year. However, with the exception of its electricity distribution pricing function, this did not occur due to delays at the national level.

Next Year…

We will continue to support the Regulator and the Commission, noting that in 2008-09 the Commission will assume the additional role of economic regulator of the water and sewerage sector.

Performance information – Output Group 3

1. Stakeholder satisfaction rating of the quality of services

The satisfaction rating is obtained from the Department's Stakeholder Survey which is conducted every second year. This rating relates to the quality and appropriateness of advice and accessibility and responsiveness of officers in the Revenue, Gaming and Licensing Division. The detailed results of the latest survey will be available in September 2008.

2. Total overdue taxation debt as a percentage of total taxation revenue

In providing revenue management services to the Commissioner of State Revenue, the Department seeks to ensure that taxpayers are well informed of their obligations and that overdue taxation debts are minimised. Accordingly, the target is for overdue taxation debt to be a very small percentage of total taxation revenue. Measures to reduce the percentage of overdue taxation debt are being considered.

3 Percentage of formal recommendations accepted by the Tasmanian Gaming Commission

The staff of the Department provide advice and support to the Tasmanian Gaming Commission, which is an independent statutory body. The proportion of all formal recommendations – included in decision papers – that are accepted by the Tasmanian Gaming Commission is a measure of the quality of the services provided by the staff.

4. Percentage of objections in which the Commissioner of State Revenue's assessment or decision was confirmed

The Commissioner of State Revenue is assisted by staff of the Department to make assessments and decisions in relation to land tax, duties and payroll tax and First Home Owner Grant applications.
