Budget Management The Budget Management Branch provides advice to the Government on the resource management of Government agencies and, in conjunction with the Government Finance and Accounting Branch, develops and implements financial management policy in the public sector. Preparing and monitoring the State Budget on behalf of the Government is a key element of these responsibilities. Government Finance and Accounting The primary responsibilities of the Branch consist of maintaining the financial records of the Public Account, including the Finance-General Division and whole-of-government financial activities; and managing the State’s financial assets and borrowing activities. It undertakes whole-of-government financial and statistical reporting and develops financial management policy and practices to be promulgated to the Tasmanian public sector. The Branch is also responsible for managing the operation of the integrated Budget Management and Financial Reporting System and providing executive support to the Heads of Treasuries Accounting and Reporting Advisory Committee. Procurement and Property The Procurement and Property Branch is responsible for property sales and accommodation management; procurement policy and whole-of-government contract management; and the management and funding of specific, identified, insurable risks of agencies through the Tasmanian Risk Management Fund. Shareholder Policy and Markets The Shareholder Policy and Markets Branch is responsible for managing the Crown’s interests in Government Business Enterprises and State-owned Companies and reporting to the Treasurer on key matters. This includes analysing the corporate plans of the businesses, reporting on financial performance; advising on strategic issues, including investment and diversification opportunities; and promoting best practice corporate governance. The Branch also interacts with international credit rating agencies and provides advice on the development of the State’s infrastructure, including private sector involvement. Economic Policy The Economic Policy Branch is responsible for providing advice to the Treasurer on international, national and Tasmanian economic issues relevant to the Tasmanian economy, and on economic policy and reform issues. It also provides research and secretariat support for the Demographic Change Advisory Council and advises on energy market issues. Intergovernment and Financial Policy The Intergovernment and Financial Policy Branch provides policy advice on State taxation, public sector superannuation arrangements, gaming, licensing and intergovernmental financial relation issues; prepares and monitors tax revenue estimates and Australian Government receipts; provides support to the Tasmanian Community Fund; and oversees regulatory and structural reforms for Tasmania’s water and sewerage sector. Office of the Tasmanian Economic Regulator The Branch supports the Tasmanian Economic Regulator and the Government Prices Oversight Commission in exercising their statutory functions. These include the regulation of the electricity and gas industries, and the water and sewerage sector, and the conduct of independent pricing reviews and consultancies on behalf of Government. Liquor and Gaming The Liquor and Gaming Branch develops and maintains a regulatory and compliance framework for the sale and service of liquor in Tasmania in accordance with community expectations; and develops and maintains the regulatory and compliance framework that ensures the integrity of the gaming industry in Tasmania, in accordance with community expectations. Revenue The Revenue Branch is responsible for the fair and transparent administration of Tasmanian taxation and collects revenue in the form of duties, payroll tax and land tax. The Branch also administers a number of grants, subsidies and rebate schemes, provides advice on matters related to State taxation, ensures that all taxpayers pay the correct amount of tax and takes action to recover money owed to the State, when necessary. |
