We provide administrative support to four associated entities.
Government Prices Oversight Commission
The Government Prices Oversight Commission is an independent body established under the Government Prices Oversight Act 1995. It is responsible for investigating and making recommendations on maximum prices for government businesses that are monopoly suppliers of goods and services; undertaking investigations in accordance with terms of reference issued by the relevant Minister from time to time; and investigating competitive neutrality complaints against both State and Local Government, as required under the National Competition Policy.
The Tasmanian Economic Regulator
The Tasmanian Economic Regulator is responsible for setting maximum prices for the sale and supply of ‘declared’ electricity services; issuing licences for electricity generation, and licences for the distribution, transmission and retail operations of both gas and electricity; ensuring that energy industry participants comply with strict service and supply standards; promoting efficiency and competition in the energy supply industry; administering the Tasmanian electricity and gas codes; and protecting the interests of consumers of electricity and gas.
Since the enactment of the Water and Sewerage Industry Act 2008 in July 2008, the Regulator has also held responsibility for the economic regulation of the water and sewerage sector.
Licensing Board of Tasmania
The Licensing Board, an independent body established under the Liquor Licensing Act 1990, is responsible for hearing applications for new liquor licences and, in accordance with the Act, making decisions that are in the best interests of the community; deciding on applications by the Commissioner for Licensing to cancel or suspend licences; and hearing appeals made against decisions of the Commissioner.
The Licensing Board is separate from and independent of the Commissioner. A decision of the board is final and without appeal.
Tasmanian Gaming Commission
The Tasmanian Gaming Commission is an independent body established under the Gaming Control Act 1993. The Commission:
- regulates and controls gaming to ensure that it is conducted honestly and is free from criminal influence and exploitation;
- approves internal control, administrative and accounting procedures, rules and conditions in relation to gaming activities, and determines disciplinary matters;
- investigates and makes recommendations to the Minister on gaming regulatory matters;
- researches and investigates matters relating to gaming, including the probity and financial stability of people involved in the conduct of gaming operations;
- liaises with other authorities and people responsible for the regulation and control of the conduct of gaming;
- investigates and resolves complaints relating to the conduct of gaming; oversees the administration of the Community Support Levy, and recommends and reports on annual/quarterly budgets to the Treasurer; and
- performs such other functions as are required by the Gaming Control Act 1993 and the TT-Line Gaming Act 1993.
The following statutory authorities report to the Treasurer and fall within the administrative responsibilities of the Department of Treasury and Finance:
- Anzac Day Trust;
- State Grants Commission;
- Retirement Benefits Fund Board;
- Tasmanian Community Fund Board; and
- Tasmanian Public Finance Corporation.
