In order to qualify for the First Home Owner Grant (FHOG) a first home buyer must fulfil the criteria below:
- At least one of the applicants must be an Australian citizen or have permanent residency in Australia.
- None of the applicants or their spouse/partner can have previously owned a residential property anywhere in Australia prior to 1 July 2000.
- An applicant or their spouse/partner cannot have acquired an interest in a residential property on or after 1 July 2000 and occupied that property.
- Applicants must occupy the home purchased or built, as their principal place of residence for a continuous period of 6 months commencing within 12 months of the date of purchase or completion of construction.
- Applicants must be natural persons (that is, not a company) and at least 18 years of age.
- Everyone, who on completion of the transaction will be an owner of the home, must be included as an applicant.
An eligibility checklist has been provided for potential applicants to test their eligibility for the FHOG.
In order to qualify for the Federal Government’s First Home Owner Boost (FHOB) scheme a first home buyer must fulfil the criteria below, in addition to the criteria detailed above for the FHOG.
Established homes
The contract to purchase the established home must have been entered into on or after 14 October 2008 and on or before 31 December 2009.
New homes
New homes purchased under a contract
The contract to purchase the new home must have been entered into on or after 14 October 2008 and on or before 31 December 2009.
New homes built under a building contract
- the contract to build the home must have been entered into on or after 14 October 2008 and on or before 31 December 2009;
- construction must commence within 26 weeks of entering into the contract; and
- the contract must specify a completion date for building work within 18 months of the construction commencing or construction must be completed within 18 months of the construction commencing.
New homes being purchased ‘off the plan’
- the contract to purchase the home must have been entered into on or after 14 October 2008 and on or before 31 December 2009;
- the contract must specify a contract completion date of 30 December 2010 or before for contracts entered into between 14 October 2008 and 30 June 2009;
- the contract must specify a contract completion date of 31 March 2011 or before for contracts entered into between 1 July 2009 and 30 September 2009; and
- the contract must specify a contract completion date of 30 June 2011 or before for contracts entered into between 1 October 2009 and 31 December 2009.
New homes built by an owner-builder
- construction (ie. laying of the foundations) must commence on or after 14 October 2008 and on or before 31 December 2009; and
- construction must be completed within 18 months of commencement.
