If you are buying an established home, you need to complete an application form. By completing this form you will be automatically considered for the First Home Owners Boost Scheme, provided that you entered into a contract on or after 14 October 2008 and on or before 31 December 2009.
If you are buying a newly constructed home, or are building one, you need to complete an application form. If you entered into the contract on or after 14 October 2008 and on or before 31 December 2009, you ALSO need to complete the FHOB addendum for new homes.
An application form and the addendum can be obtained a number of ways:

The application form is also available from any Service Tasmania shop.
Supporting documentation is required before the application can be processed. A full checklist of supporting documentation is listed below but can also be found on page 8 of the application form. If you are applying through an Approved Agent, supporting documentation will be arranged by the agent.
The application form, including the addendum, can be lodged with an Approved Agent, which includes participating financial institutions, or any Service Tasmania shop.
The application will be processed within 14 days of lodgement and the outcome advised in writing. If you qualify, timing of the payment will vary, depending on: whether the home purchased is an existing dwelling or is being constructed; and whether the application is lodged through an Approved Agent or a Service Tasmania shop.
When to expect payment when lodging through an Approved Agent
For an existing dwelling: at settlement;
For a contract to build: on the first progress payment (first draw down of the loan);
For an owner-builder: following receipt of a certificate of occupancy/completion.
The Approved Agent will allocate the funds when available, in accordance with your arrangements with the Approved Agent. Please contact the Approved Agent if you have any questions about when the funds will be available.
When to expect payment when lodging at a Service Tasmania shop
For an existing dwelling: after settlement;
For a contract to build or an owner-builder: following receipt of a certificate of occupancy/completion.
The following documents must accompany your application when lodging at a Service Tasmania shop
Evidence of the purchase in the form of one of the following:
Purchase of an existing home
- a signed copy of the contract for Sale and Purchase
Contract to build a new home
- a signed copy of the building contract
Owner-builder
Proof of Australian Citizenship of Permanent Residency status for at least 1 applicant:
If born in Australia
- certified copy of a birth certificate or extract
If born outside Australia
- certified copy of an Australian citizenship certificate; or
- copy of a passport or immigration document showing permanent residency status
Proof of completion of settlement/construction:
Purchase of an existing home
- copy of the Land Title in the applicants names; or
- Memorandum of Transfer/Conveyance signed by the vendor
Contract to build a new home
- certificate of completion or occupancy; or
- evidence of completion from a registered builder.
Owner-builder
- certificate of completion or occupancy
Proof of Identity
- one PRIMARY document; and
- one or more SECONDARY documents; and
- at least one document must state a current address
Primary documents
- original birth certificate or extract
- Australian passport in the applicant's name issued after 1986 and not more than 2 years expired
- current document of identity issued by the Australian Passport Office
- current overseas passport
- original Australian naturalisation or citizenship document, or immigration papers issued by the Department of Immigration, Local Government & Ethnic Affairs or the Australian Passport Office
- original consular photo-identity card issued by the Department of Foreign Affairs and Trade
- current original Police Officer or Defence Force photo-identity card (excluding civilian staff)
- current Tasmanian photo licence or current photo licence issued by an interstate jurisdiction
Secondary documents
- current State or Commonwealth Government employee photo-identity card
- current, original Medicare card, Pensioner Concession Card, Department of Veterans' Affairs entitlement card issued by the Commonwealth Government
- current original credit card or account card from a bank, building society or credit union, or a passbook or statement up to one year old
- original telephone, gas or electricity bill up to one year old
- original water rates, council rates or land valuation notice up to two years old
- original electoral enrolment card or other evidence of enrolment up to two years old
- original Armed Services discharge papers up to two years old
- current original identity card or a certificate or statement of enrolment up to two years old from an educational institution
