A licensee must not allow a person to serve liquor on licensed premises unless the person -
(a) has successfully completed an “approved course” - (RSA training course); or (b) has been an employee of the licensee for less than 3 months and is – (i) undertaking a RSA training course; or (ii) formally enrolled in a RSA training course to be held within three months of commencing employment.
An “approved course” means a course of instruction or training in the service of liquor, approved by the Commissioner.
The Commissioner has determined that he will recognise courses that deliver the national competency SITHFAB009A- Provide responsible service of alcohol conducted by a RTO.
RSA training provides licensees, liquor serving staff and security employees with knowledge and awareness about the responsible service and consumption of liquor in premises where liquor is sold.
A person applying to hold a liquor licence is required to undertake RSA training unless exempted by the Commissioner for Licensing. Exemptions may be granted for special liquor licence applicants in certain circumstances.
Responsible Service of Alcohol Register
To demonstrate compliance with RSA training requirements, licensees must now keep records on the licensed premises in the form of a “Responsible Service of Alcohol Register” and produce those records on demand to the Commissioner or an authorised officer.
RSA training resources
The Commissioner has approved the development of resources to be used by trainers to support the delivery of the national competency SITHFAB009A- Provide responsible service of alcohol. The RSA workbook has been developed in accordance with the national competency, the Liquor Licensing Act 1990 and the Commissioner’s rules and policies.

Training organisations delivering RSA
The following is a list of Registered Training Organisations (RTO's) registered with the Commissioner for Licensing to deliver courses in responsible serving of alcohol. These RTO's receive regular updates on legislation and policy from the Commissioner for Licensing and participate in annual moderation sessions.
This list is made available for convenient contact for industry and public to co-ordinate and book training.
Approval from the Tasmanian Commissioner for Licensing is necessary for RTOs delivering the national competency SITHFAB009A - Provide responsible service of alcohol online.
Registered Training Organisations are required to complete a Self Assessment Checklist to have RSA online course delivery designated as an “approved course” in Tasmania.
The self assessment checklist should be completed in conjunction with the Commissioner for Licensing’s Guidelines for RSA Online.
