Tasmanian Gambling Exclusion Scheme (TGES) – excluding problem gamblers

A recent review of the Scheme has resulted in the development of an online exclusions database. Administration of the Scheme is now centralised at the Liquor and Gaming Branch who have developed and will provide support for the database.

The Tasmanian Gambling Exclusion Scheme is based in the Gaming Control Act 1993. The Scheme provides a means for patrons to exclude themselves from nominated gaming activities. People can be excluded from gaming in a number of different ways:
 | Self-Exclusion
This is where a person experiencing gambling problems excludes themselves from gambling. This is organised through a counsellor who, in addition to assisting with the self-exclusion process, is able to help the person with their gambling problem. These counsellors are listed under . |
 | Venue Operator Exclusion
This is where the licensee of a venue or their staff excludes a person where they believe that the person’s behaviour is affecting their own welfare or the welfare of others. The venue operator has significant power to exclude a person where they consider that it is appropriate and where the reason is gaming related.

 | Third Party Exclusion
This is where a person with a close personal interest in the welfare of another person, applies to the Tasmanian Gaming Commission for that person to be excluded from gaming (including internet-based gambling). |
 | Self-Exclusion from Internet-Based Gambling
This is where a person experiencing gambling problems through the internet-based gambling site, excludes themselves on-line. This can be undertaken by following the prompts available on the site or by speaking with helpline staff. Links to problem gambling organisations will also be accessible on-line. This type of exclusion is for a minimum period of 6 months. |
The Online Exclusion Database
Administration of the Tasmanian Gambling Exclusion Scheme (TGES) will be centralised at the Department of Treasury and Finance, Liquor and Gaming Branch from October 2008.
Access to Exclusion information for venue operators will be available from the Online Exclusion database. The purpose of the database is to enhance the effectiveness of the TGES for the of benefit individuals with problem gambling behaviours and for those people who are responsible for managing exclusions within the Scheme.
What the database does:
The database allows venue operators, Break Even Network counsellors, the AHA and the Liquor and Gaming Branch to access information about people who have excluded themselves from types of gambling activities.
The benefits of the database are:
- An enhanced ability to assist problem gamblers.
- Access to exclusion information on the spot both on screen and via reports
- Exclusion orders recorded by counsellors and venue operators in real time, significantly reducing time delays.
- Improved flow of information between parties to the Scheme.
- Reduction of paper work sent to multiple parties.
- One point of contact to assist with enquiries.

The Exclusion database will be available for use in mid October this year.
Training in the use of the database will be in late September and early October 2008. Detailed information regarding training dates and session times will be available late August, early September 2008.
