| (1) | This instruction applies only to the procurement of building and construction and roads and bridges and is to be read in conjunction with Instructions 1201 to 1229.

| (2) | For all major works projects, agencies must ensure that tenders are only awarded to appropriately pre-qualified contractors, where there is a suitable category.
For minor works, the use of pre-qualified contractors is optional.
