Objective

The objective of these Guidelines is to provide a framework to assist Tasmanian Government agencies in developing their mandatory Strategic Asset Management Plans (SAMPs) and to:

• ensure agency asset management practices are compliant with the Financial Management Act 2016 and align with the internationally recognised ISO 55000 suite of asset management standards;
  
• provide guidance on the required structure, content, and key elements that should be included in an agency's SAMP;
  
• assist agencies in the development of high quality SAMPs that increase transparency and accountability within the agency and provide assurance that the Government's investment in assets is being utilised efficiently and effectively in delivering services to the community;
  
• establish clear processes for asset management, measurement and reporting of performance against agency objectives, and the achievement of the broader strategic priorities of Government;
  
• link asset management practices to the achievement of organisational objectives and realise the benefits of robust asset planning and management; and
  
• ensure that SAMPs are developed consistently across agencies while allowing for flexibility for each agency's specific needs and asset portfolio.
  

Overview

A SAMP is a documented plan that outlines an agency's asset management strategy and sets out the overall strategic direction and objectives for the management of assets in an efficient and effective manner. It establishes the strategic context and policies for the management of assets. The SAMP also provides the strategic framework and a roadmap for effectively managing and optimising agency assets to meet organisational objectives and service delivery standards.

Agencies must develop a SAMP as part of their asset management framework, consistent with the Asset Management requirements of Treasurer's Instruction B-1 Budget Management and section 34 of the Financial Management Act 2016.
