The Tasmanian Government is seeking feedback on the draft Modular Housing Finance Guarantee Bill 2026.
On 3 June 2026, the Government announced it would implement a Modular Housing Finance Guarantee to support access to finance for Tasmanians wishing to purchase modular homes in Tasmania by establishing a framework under which the State may guarantee certain loans associated with the purchase and installation of modular homes.
The draft Bill establishes the legislative framework for the proposed scheme. Consistent with the enabling nature of the Bill, detailed operational matters, including eligibility criteria, guarantee limits and other scheme requirements, are intended to be addressed through regulations and associated scheme documentation.
Consultation is focused on the legislative framework established by the draft Bill. The supporting regulations and Deed of Guarantee are currently being developed.
Submissions are invited from lending institutions, modular housing providers, industry stakeholders and interested members of the community.
Feedback received through the consultation process will assist the Government in finalising the legislation.
