The full report provides substantial additional information but has sections which have been redacted to protect confidential and commercially sensitive information, at the request of the following affected parties: TasNetworks, Marinus Link Pty Ltd, Hydro Tasmania, Clean Energy Finance Corporation and the Australian Government.

The Whole-of-State Business Case was a "point in time" document prepared to assist the Government in its decision on whether to progress with Marinus Link and NWTD Stage 1. Modelling inputs were finalised by December 2024. The 
Whole-of-State Business Case​ did not make a recommendation given that changes to key assumptions, project updates and Government business board recommendations were expected by the time a Final Investment Decision was required in Q3 2025.
