Mandatory requirements for licence holders

​​​​​​​​​​It is a condition of every special employee licence that the individual must undertake a Responsible Conduct of Gambling (RCG) course approved by the Tasmanian Liquor and Gaming Commission within three months of being licensed.

The Responsible Conduct of Gambling course involves a thorough knowledge of the Tasmanian Gambling Exclusion Scheme.​

Responsible conduct of gambling course

The Commission will only recognise courses that deliver the national competency SITHGAM022 - Provide responsible gambling services conducted by an approved Registered Training Organisation (RTO), as prerequisite training for special employee licences.

In addition, to maintain the responsible conduct of gambling competency, every special employee is required to undertake a RCG course with a registered training organisation every five years.​

Employer responsibilities

If you​ are involved in the conduct of gambling in a venue in Tasmania, your employer will be required to keep a record to show that you are competent and have been trained to use any gaming equipment you interact with or operate.

Copies of your most current certificate will need to be provided to your employer. The Commission do​es not need a record of your RCG certificate.

Your employer will be responsible for any training needs you have.​​

​Staff register

The Commission's General Control System Standards require licence holders to maintain, on the premises, an up-to-date record of all its employees who interact with patrons participating in gaming and wagering.

The record must include the following:

  • employee's name
  • date of commencement of employment
  • date five years from the date of issue of the employee's RCG qualification (RCG expiry date)
  • copies of RCG certificates

Records may be kept electronically, provided they can be produced to an Inspector on request.​​​


RCG t​raining resources​​

The Tasmanian Liquor and Gaming Commission has approved the development of resources to be used by trainers to support the delivery of the national competency SITHGAM022. The RCG workbook has been developed in accordance with the national competency, the Gaming Control Act 1993 and Commission rules and policies.
