RULES AND CONDITIONS: |
1. | A session of Dancing Dollars is any one period during the morning, afternoon or evening approved by the Tasmanian Liquor and Gaming Commission, during which a game of Dancing Dollars is played. |
2. | Dancing Dollars is a game in which each player is given a card with numbers printed on it. The winner(s) is decided by drawing numbers from a group of numbers that correspond with the entry numbers of the game cards submitted by players in the game. |
WHO IS PERMITTED TO CONDUCT DANCING DOLLARS |
3. | The Tasmanian Liquor and Gaming Commission may in its absolute discretion, authorise a person or body of persons to conduct by way of lottery the game known as Dancing Dollars or a series of such games provided that the proceeds are used exclusively for the lawful purposes of a not-for-profit organisation or a charitable purpose and not for the private gain or benefit of any person except by way of charity. A minor gaming permit is required. |
4. | An authorisation to conduct the game of Dancing Dollars may be cancelled by the Tasmanian Liquor and Gaming Commission at any time if there are grounds for believing that the conditions pertaining to the permit have not been complied with. |
5. | As a holder of a minor gaming permit there is a duty to comply with the conditions and rules of Dancing Dollars. Contravention of the Gaming Control Act 1993 may result in disciplinary action. |
6. | A person directly engaged in the drawing of the winning Dancing Dollars numbers and a person who is a member of the management committee of the minor gaming permit holder are ineligible to enter a Dancing Dollars game. |
SALE OF CARDS |
7. | A card for Dancing Dollars means a document or thing that evidences, or is intended to evidence, a person's right to play a Dancing Dollars game. |
8. | Every card sold in a game shall have 25 numbers printed (called partner numbers) on its face or front. |
9. | Every card sold in a game shall have a unique additional number with an alphabetical suffix, which will identify the entrant holding the card. |
10. | Every card sold in a game shall have space on its face or front for two four-digit number combinations, called final entry numbers. |
11. | All cards used in a game shall be sold at the same price and the price for a card shall not exceed $15 plus GST. |

PAYMENT OF PRIZES |
12. | The winner is the first person(s) to submit a card marked with all the required numbers from the draw. |
13. | Should more than one person cover the required numbers, they will be declared joint winners and the prize money shall be shared equally between them. |
14. | All game cards received prior to the draw are to remain within sight of the game operator until the expiration of a 15 minute verification period. |
15. | At the conclusion of each game the numbers of the winning card(s) will be called back and shall be checked by two independent witnesses. A 15 minute verification period will apply. |
16. | If a visual display is being used, the draw supervisor must still announce the number clearly before the following number is displayed. |
17. | No prize shall be awarded to any player in a game unless all the relevant numbers on the card held by him for that game have been properly drawn. |
18. | A number is considered to have been properly drawn when it has been determined by random selection, either mechanically or manually. The number so drawn shall take precedence, in the event of a dispute between the number drawn and the number announced (either audibly or visually). |
19. | The prizes for each game in the session:(a) | shall be paid only from the receipts deriving from the session; | (b) | shall not be less than twenty percent of the total gross proceeds derived from the session, and | (c) | shall be paid in cash as soon as practicable after the conclusion of each game. |

20. | It is not permitted to offer goods as prizes. |
INDEPENDENT WITNESSES |
21. | The game operator is required to obtain two independent witnesses to check the winning numbers against the game card of the participant(s) claiming the prize. |
22. | Independent witnesses should be unsuccessful participants in the game. |
23. | The independent witnesses must sign a declaration stating:- the numbers drawn;
- the number of prize claims; and
- that the minimum game time period has been observed.

OTHER GENERAL CONDITIONS |
24. | No person engaged in the conduct of any session of Dancing Dollars shall be paid for his services. |
25. | No person under the age of 18 years shall play Dancing Dollars, however, persons 16 years or over may assist in the conduct of the game. |
26. | It is not permissible to offer or advertise any guaranteed minimum game prize. |
27. | It is not permissible to offer any prize (cash or goods) or inducement of any kind that jackpots from one session to another. |
28. | Dancing Dollars may only be conducted on the dates or days and times shown on the minor gaming permit and individual activity notifications. |
RECORDS TO BE RETAINED |
29. | The person to whom the permit has been issued shall be responsible for keeping accurate records of all the transactions of each Dancing Dollars session. Such records are to be retained for seven years and may be inspected by any authorised officer of the Tasmanian Liquor and Gaming Commission or any Police Officer. |
RULES: |
1. | For the purposes of these rules the prescribed activity is dancing. |
2. | Entry to the game is only permitted upon payment of the authorised game entry amount and any taxes. |
3. | Late entry by players is permitted up to half an hour after commencement of a game. After that time the prize pool shall be declared closed. |
4. | No person under the age of 18 shall be permitted to participate in a game of Dancing Dollars. |
5. | Entry into a game of Dancing Dollars is accepted on the basis that players agree to be bound by the rules of the game. |
6. | The game is operated for a set time period, which will be announced before the commencement of the game session. The time period may vary from venue to venue. |
7. | When the game commences players must find a partner and commence dancing. |
8. | Upon completion of a dance players mark off their partner's entry number by placing the alphabetic portion of their partner's entry number into the matching numbered square in the partner numbers on their own game card. |
9. | Players are responsible for ensuring the legibility of any letters or numbers and for ensuring that their name is marked on their game card. No liability is accepted by the game operator for players' game cards that are illegible or incomplete. |
10. | Players must dance with each partner before exchanging entry numbers with their partners. Any players who are found exchanging entry numbers without dancing with the corresponding partner will have their entry cards voided. |
11. | Players may only dance with one partner at a time. Group dancing is not permitted. |
12. | Players must complete at least four dances and collect four different partner numbers on their game card in order to complete a single final entry. At least five different numbers must be collected to complete both entries on a game card. |
13. | At the end of the game time period, players must complete their game card as follows:- From the partner numbers entered on the game card, select two different combinations of four numbers.
- Enter these combinations in the spaces provided at the bottom of the game card.
- If only four partner numbers are collected on the game card then only one combination of numbers is available to the player.

14. | Once the game card has been completed the player retains one copy of the card and submits the other copy of the card to the game operator. The copy submitted to the game operator shall be the official entry. |
15. | The official entry is the only entry that will be used to determine a winner. Identification will be required to collect any prize. |
16. | The operator of a Dancing Dollars venue reserves the right to refuse entry or require any person to leave the premises. Any person asked to leave the premises is automatically declared ineligible to participate in any game draw and must surrender their game card. Any card held by such a person shall be declared void. |
17. | Game cards are numbered consecutively in sets of 25 and sets are identified with a letter of the alphabet which follows the entry number printed on each card in a set. |
18. | Game entry fees are non-refundable, except in the case where the game operator is unable to ensure the completion of a game for any reason. In the event that any game is not completed for any reason, player's entry fees will be refunded in full upon surrender of their game card. |
19. | The game time period shall be not less than the period required for players to feasibly collect sufficient numbers to enable completion of final entries on their game cards. |
20. | The prize pool consists of all game entry fees less any GST, less a percentage authorised by the Tasmanian Liquor and Gaming Commission to be distributed to a nominated charity or not-for-profit organisation (at least 20 per cent of gross proceeds), less the expenses of operating the game (to a maximum of 20 per cent of gross proceeds). The prize pool will be at least 20 per cent of gross proceeds. |
21. | The winner(s) is decided by drawing numbers from a group of numbers that correspond with the entry numbers of the game cards submitted by players in the game. Numbers shall continue to be drawn until a winner is declared. |
22. | The winner is the first person(s) to submit a card marked with all the required numbers from the draw. That person(s) should advise the caller (by calling out "Dancing Dollars") that they have the required numbers from the draw. A fifteen minute verification period shall be enforced during which the prize claim will be checked. |
23. | Should more than one person cover the required numbers, they will be declared joint winners and the prize money shall be shared equally between them. |
24. | If in the event a game card can not be verified then the draw of numbers should continue until a winner is decided. |
25. | Game type means a designated style of music and/or specified age groups or groups of people. The game operator will advertise game types. |
26. | A player's claim to a prize will be declared invalid for any of the following reasons:- non-compliance to specified or designated game type;
- non-compliance with any of the rules of the game;
- failure to submit their game card to the game operator prior to the number draw commencing; and
- the game card being illegible.

27. | The game operator may make a ruling that a pair of players did not participate in dancing. The grounds for such a ruling will be that either the players did not dance, or that they did not adhere to the form of dancing specified for the game type. A ruling can only be made based on personal observation at the time the players exchange numbers. When a ruling is made the players may be directed to participate in dancing or surrender their game cards to the game operator, in which case they will be ineligible for any prize. |
28. | A prize may be temporarily withheld from any player who is unable to provide adequate identification. |
29. | No persons, other than players who have paid an entry fee, will be allowed entry to the venue once the prize pool has been declared closed, with the exception of those authorised to do so in the course of their duties. |
30. | Subject to Condition 20, additional money may be added directly to the prize pool with a stipulation that any additional prize must be won as a result of the current game. |
31. | The total prize pool must be announced to the players at least one hour before the end of the game. Players shall be reminded at that point what period of time is remaining until the end of the game. |
32. | Players can submit their completed game card to the game operator at any time during the course of the game. However, once the game is completed players must hand in their game card within 15 minutes, in order to be eligible for the prize. This must be announced to the players upon completion of the game. At the end of the 15 minute period another final call must be made for all remaining game cards. |
33. | Prizes can not be claimed until the expiry of a 15 minute verification period following the completion of the game. |
34. | The game operator's decision is final and no liability, legal or otherwise, exists upon any third party. |
35. | The game operator may, upon request of a charitable or non-profit organisation, conduct a 'special game' or a series of 'special games' for the sole purpose of fund raising for that body, subject to approval of the Tasmanian Liquor and Gaming Commission. |
36. | A 'special game' may be subject to any or all of the following conditions:- variation in game card numbers;
- variation in the means of determining winners;
- variation in game entry fee, including substitution or partial substitution of game entry fee for other donated prizes;
- variation in prescribed activity; and
- any other changes considered appropriate or necessary.
