General provisions
The permit authorises the sale of liquor on the premises only during hours approved by the Commissioner.
Liquor sold under the authority of the permit may only be consumed on the permitted premises and only during hours specified in the permit. External areas for consumption only may be approved and are restricted to areas immediately adjoining the premises e.g. verandas, bbq areas etc
The sale of liquor on the Club's premises is principally for the social enjoyment of the clubs members.
The club shall not advertise or promote the club’s bar facility to its members or the public as a commercial business.
The sale of liquor on the club premises must be supervised by the permit holder or his or her representative who has attained the age of 18 years.
The permit must be displayed in a conspicuous position on the premises; preferably behind the bar.
The Commissioner may cancel a Club Permit if satisfied that it is in the interest of the community to do so.
Persons serving liquor are to be RSA accredited and the permit holder is to hold a copy of the RSA certificate. The RSA certificate is to be provided to Officers of Tasmania Police and/or Officers of the Commissioner for Licensing upon request.
The club shall not advertise or promote the clubs' bar facilities as available for use by the general public.
AFL Rules Sporting Clubs are to have an Alcohol Management Plan and this is to be kept on the permitted premises and made available on request.
Hours of operation
Clubs nominate up to 15 hours trading per week. These can be the same hours each week or "Home and Away Game Week” hours can be nominated.
In addition to 15 hours permitted trading per week, clubs may apply for a special permit to authorises the sale of liquor at a club related function to be held at the club. These additional permits will be limited to one per month. A club related function does not include a member’s (or non-member) birthday party, engagement or similar.
Permit season(s) and fees
The permit is issued generally for a six month period.
Prior to the expiry of the current permit, clubs will be invited to apply for a new permit for the next six monthly period.
If no renewal of the permit or written advice is received the permit lapses at the end of the relevant period.
Clubs sharing premises may apply for each six month period alternatively if they wish. If one club controls the operation of the premises and submission of applications, they must nominate the club(s) they share with - if any.
It is incumbent on each sharing club to communicate and pass on application and renewal forms.
Responsible service of alcohol (RSA)
Clubs are required to provide a safe environment for their members and guests.
Clubs can achieve this by having an alcohol management policy in place. An alcohol management policy details how club personnel manage the sale and consumption of liquor to club members and their guests. The Commissioner for Licensing requires AFL clubs to have an alcohol management policy in place. This requirement may be extended to all sporting clubs over time.
It is a requirement for the permit holder and all servers of liquor to be RSA accredited.
