Responsible Service of Alcohol (RSA)


A person may only serve liquor on a licensed premises if they have completed an approved RSA course:

A newly employed person at a licensed premises must either have completed an approved RSA course or be enrolled/undertaking a course within 3 months of commencing employment.


Approved RSA courses for liquor licence holders

To ensure that those who have effective control for the sale and service and consumption of liquor at a licensed premises understand the Tasmanian laws in relation to the Liquor Licensing Act 1990, the Commissioner will recognise:

  • RSA courses that deliver the Australian Skills Quality Authority (ASQA) and are conducted by a Registered Training Organisation (RTO) approved by the Commissioner to deliver courses in responsible serving of alcohol with Tasmanian content:
    • SITHFAB021 (conditional on the training requiring evidence of performance through practical assessment of RSA skills);
    • All previous versions (SITHFAB002, SITHFAB201, SITHFAB009A, THHBFB09A and THHBFB09B); and;
    • Any future versions (subject to Liquor and Gaming Branch review)

Approved RSA courses for staff selling/service liquor

The Commissioner will recognise:

  • RSA courses from any Australian jurisdiction that deliver the Australian Skills Quality (ASQA):
    • SITHFAB021;
    • All previous versions (SITHFAB002, SITHFAB201, SITHFAB009A, THHBFB09A and THHBFB09B); and
    • Any future versions (subject to Liquor and Gaming Branch review); and
  • RSA certification from any other Australian regulator.

Liquor licence holder obligations 

Licensees are required to retain a copy of the RSA certificate issued to any staff member involved in the sale and service of liquor, or evidence of a staff member's enrolment in an approved course.
